The past internet was a system of interconnection and interoperability arrangements created to a large extent by computer scientists, most of them in US universities and affiliated research labs. It enabled the linkage of individual networks and thereby the easy flow of information across such networks. It was based on a common set of values, a non-profit sharing ideology, and a libertarian philosophy of minimal government.
