But online surveys are getting more and more popular due to its time saving, cost effective nature. I suggest that you take a look at some papers and articles written about online surveys. They may provide more useful insight as to how to avoid pitfalls related to sampling in an internet environment.

Yes, I've heard that conducting surveys on the internet may have sampling issues - its difficult to do a proper sampling in an internet environment.

So one key thing you should consider first is whether you want to generalize your findings because this may be somewhat difficult if your participants are not randomly selected.

I think you should plan your survey bit more before deciding on a online survey tool. You should consider first - what is your requirement? What is your target population? What is the sample you intend to cover? Do you want to generalize your findings etc. Because I think conducting a survey online has its own limitations. So you need to think of those first.

You can check out the online survey tools. There are several online survey tools (survey software) available. For instance, SurveyMonkey, SurveyGizmo are two well known online survey tools. Check out these tools and I think they provide space for questionnaire development as well.
